This contract requires safe installation, structural approval, the completed tie-in, issued AHJ approvals, written utility permission for the specific testing, documented passing acceptance tests, required instructions and training, and owner acceptance. Minor cosmetics may remain on an agreed, dated punch list.
Substantial completion is separate from routine-operation PTO, commercial operation, tax placed-in-service, final completion and financial close. The fictional calendar-year owner wants placed-in-service by December 31, 2026, before January 1, 2027, to pursue tax-credit recognition for 2026. Substantial completion is the contract milestone scored here and does not by itself establish placed-in-service or credit eligibility.
Calendar-day effects are a simplified critical-path model, not a real construction schedule. Approvals and work are modeled as completed before their dependent milestones; reserved slots alone do not satisfy a gate. Recovery branches add no score. All ten core decisions are worth up to ten points each. Qualified runs require the proper final acceptance choice, every gate, the deadline and budget. Unsafe actions, falsified evidence and premature certification cannot qualify.
